Pettigrew Consulting Services is a Washington-based lobbying and government affairs firm representing clients at the state, city, and county levels. We develop legislative and budget strategies, advocate for public funding, navigate complex government processes, and connect clients with key decision-makers and stakeholders. PCS also supports community engagement and strategic partnership development to help organizations advance their priorities and build lasting relationships. The firm’s current services explicitly include lobbying at the state and local levels.

Led by President & CEO Eric Pettigrew, PCS draws on deep institutional knowledge of Washington government and decades of experience across the public, private, and nonprofit sectors. Pettigrew served 18 years in the Washington State House of Representatives, including 10 years as House Democratic Caucus Chair, before continuing his work in government relations and consulting.

From advancing legislation and budget requests to securing public investment and strengthening relationships with government and community partners, PCS helps businesses, nonprofits, institutions, and other organizations turn priorities into action and achieve meaningful results across Washington State.

PCS is excited to welcome Heritage University as our newest client. Heritage University is a small, private university based in Toppenish, Washington, on the homelands of the Yakama Nation. Its identity is closely tied to the Yakima Valley and to expanding access to higher education for students who have historically been underserved. Its mission focuses on helping students overcome social, cultural, economic, and geographic barriers to earning a degree. Heritage University is the only private university in the nation that is both a Hispanic-Serving Institution and a Native American-Serving Nontribal Institution. With 90% of its undergraduate population being students of color, Heritage University is committed to cultivating a vibrant multicultural community and uplifting students from marginalized backgrounds. On July 29, the PCS team traveled to Eastern Washington to visit the Heritage University Campus. During our visit, we engaged in strategic discussions in preparation for the upcoming legislative session. We are proud to support Heritage University in securing the resources needed to advance its mission and serve its students and surrounding communities.
